AMEDIA turns a country's experience digitalizing more than 1,400 communities into one measurable system — and builds it as public infrastructure. The result: a measurable index instead of self-assessment, ready-made roadmaps instead of solutions built from scratch, and a library of completed cases so no community has to start from a blank page.

01 — OVERVIEW

One portal for CDTOs and community digital leaders

Diia.Digital Community is a national platform for digital leaders of territorial communities and CDTOs (Chief Digital Transformation Officers) of Ukraine's regions. It accelerates digital transformation at the local level and supports the rollout of innovative solutions across regions and communities.

The platform is run by the Ministry of Digital Transformation together with the Swiss-Ukrainian EGAP (E-Governance for Accountability and Participation) Program, implemented by the Eastern Europe Foundation. It is the single place where regions and communities measure their digitalization level, receive implementation roadmaps and share successful practices.

Purpose of the product

Give CDTOs and community digital leaders one place to measure the digitalization level, receive a ready-made roadmap of projects and draw on practices already implemented elsewhere — instead of every community searching for solutions on its own.

What Diia.Digital Community changes

Community digital transformation moves onto one platform: the Index replaces spreadsheets and paper reports, the Digital Guide gives a concrete list of projects instead of a blank page, and the catalog of implemented cases turns one community's experience into a working template for the rest.

Diia.Digital Community solves three core problems of community digitalization:

Fragmented digitalization practices — each community used to search for solutions on its own, with no shared reference point or examples of successful cases from other regions.

Paper-based reporting — data on community digitalization levels used to be collected through spreadsheets and documents, making nationwide monitoring difficult.

No roadmap — a newly appointed CDTO or digital leader lacked a step-by-step plan for where to start and which projects to prioritize first.

A CDTO or community digital leader registers a personal account on the portal.

They complete the Digital Transformation Index for their region or community every quarter.

The platform shows interim results on a real-time map of regional and community digital transformation.

The community selects a level — Basic, Advanced or Full — and applies for a project roadmap.

10 — PROVEN RESULT

From scattered initiatives to a coordinated national movement

Project result

Four years after Ukraine introduced the CDTO position, Diia.Digital Community has brought together more than 1,300 digital leaders across 24 regions. 86% of Ukraine's territorial communities now measure their digitalization level online on a regular basis, and local teams have already implemented more than 375 regional projects.

The platform has turned community digital transformation from scattered initiatives into a coordinated national movement with measurable results.
