Veteran Pro

A single digital platform for veterans and their families

The case shows how AMEDIA builds a public service around the user's life situation rather than the structure of government bodies: a person's status determines their route, and regional administrators keep local data current on the ground.

01 — OVERVIEW

Every form of veteran support in one service

Veteran Pro is the unified digital platform of Ukraine's Ministry of Veterans Affairs, bringing national, regional and business support programmes together in a single service.

The portal works as a practical directory of every available opportunity, organised around the needs of different user categories.

Purpose of the product

Close the gap between a veteran and state services: instead of searching dozens of websites, a person gets a personal support route on one resource.

What Veteran Pro changes

Instead of working through dozens of websites, a person sees the opportunities available for their status and region — with a support route and an AI chat in one window.

02 — WHO IT'S FOR

Three statuses that shape the whole navigation

The platform is also used by families of serving veterans, veterans on active duty or in the reserve, social workers, and representatives of veteran organisations, business and NGOs.

Combat participants

Veterans see the national and regional services available for their status, along with a step-by-step support route.

People with war-related disability

Access to treatment, rehabilitation, social protection and housing programmes, grouped around the needs of the status.

Families of the fallen and missing

Families get their own route covering payments, benefits and regional support programmes.

03 — THE PROBLEM IT SOLVES

Information about benefits is scattered across dozens of sites

A veteran or a family member searches on their own — and runs into three problems:

Information about benefits and services is scattered across dozens of websites

Regional opportunities are the hardest to find — they are rarely collected in one place

The search costs time and energy, and builds resentment toward the state

Veteran Pro brings national and regional opportunities, a chatbot for questions, and a support route map together in one place.

04 — KEY FUNCTIONALITY

Directory, route and search in one portal

National services

Health and recovery, social protection, housing, transport, documents, education and work, tax benefits — with an FAQ in every section.

Your path

A support route for each status (UBD, OIVV, ChSZ) laid out in sequential stages.

Site search

Tolerant of typos and grammatical cases, in Ukrainian, with results ranked by relevance.

Regional opportunities

A catalogue of local programmes filtered by region, community, status and topic.

Regional administrator cabinet

Adding and updating local programmes within one's own region.

Content admin panel

Managing national services, static pages, statuses and topics.

05 — HOW THE PRODUCT WORKS

From choosing a status to a personal route

Five steps that take a user from the home page to the service they need:

1

Choosing a status

The user selects their category (UBD, OIVV, ChSZ) on the home page.

2

The "Your path" route

The portal lays out the stages of support and leads to the relevant national services.

3

Filtering by region

The user picks an oblast and a community to see local programmes.

4

Programme updates by administrators

State and non-state regional administrators (oblast administrations, NGOs, charitable foundations) add and update opportunities in their region.

5

AI chat

When needed, the user turns to the chatbot to clarify information quickly.

06 — AI AND AUTOMATION

An AI assistant instead of manual section-by-section search

The assistant is built into the portal and answers questions about services in natural language:

What it does

Helps find information about services, benefits, payments, rehabilitation, housing, work and more.

Who it's for

Veterans and members of their families.

The problem it solves

Cuts the time spent searching for information on the portal.

The result

Fast, personalised answers without having to dig through sections manually.

Regional administrators update local programmes in their own region themselves.

AI chat

09 — INTEGRATIONS

S3 storage — portal files and images

Elasticsearch — full-text search in Ukrainian

AWS Cognito + chatbot API — AI chat sign-in and message exchange

Google Analytics — public portal traffic statistics

OpenData and maps (Leaflet / CartoCDN) — displaying facilities and centres on maps
