Digital Services for IDPs
Government services for internally displaced persons on the Diia portal and app
#GovTech Case Study2026
Digital Services for IDPs
The case shows how AMEDIA turns document-heavy administrative procedures into a single digital journey: government registers confirm what a citizen would otherwise have to prove on paper, and complex life situations — from affordable housing to ending IDP status — become simple online services.
01 — OVERVIEW
Digital Services for Internally Displaced Persons (IDPs) is a suite of digital government services available through the Diia portal and mobile app. The product simplifies and digitises key interactions between internally displaced persons and the government, eliminating unnecessary paperwork and in-person visits.
The entire journey is completed online — from submitting an application to receiving the final result.
Purpose of the product
Transform fragmented, document-heavy procedures into a single, simple and transparent digital experience for internally displaced persons.
What the product changes
Instead of asking citizens to provide information the government already holds, the system verifies the required data through secure integrations with authoritative government sources.
02 — KEY USER JOURNEYS
Three core scenarios, fully online
Housing for IDPs
Submit an application online, check eligibility against the programme's key criteria, confirm personal and family information, select the region for purchase and track the application status.
Withdrawing an application
Cancel a previously submitted application without visiting a government office — confirm the application number and provide a reason for cancellation.
Voluntarily cancelling IDP status
Remove yourself and family members associated with the IDP certificate from the register and update the information in the government register.
03 — THE PROBLEM IT SOLVES
Complex processes and reliance on paper documents
Before these services were digitised, IDPs often had to collect and submit supporting documents to prove:
Their IDP status
Income and employment information
Ownership or non-ownership of real estate
Eligibility for government support programmes
04 — KEY FUNCTIONALITY
What the solution provides
Digital identification
Users are identified through state electronic identification methods such as BankID, a qualified electronic signature, or Diia.Signature.
Data from registers
Required information is retrieved automatically from government registers instead of being collected from the citizen.
Eligibility checks
The system automatically verifies whether the applicant meets the key criteria of the support programme.
Application generation
The application is generated and submitted digitally, without paper forms or visits to government offices.
Status tracking
The user can track the processing status of the application online in real time.
Result notification
The user is notified of the result directly through the service.
05 — HOW THE PRODUCT WORKS
From application to result, without a visit to a government office
Five steps in the Housing for IDPs journey — the product's core scenario:
Application
The IDP submits an application for the programme online.
Eligibility
The system checks the applicant against the programme's key criteria.
Confirmation
The applicant confirms their personal and family information.
Region
The applicant selects the region where they intend to purchase a home.
Tracking
The applicant tracks the status of their application until the final result.
