The case shows how AMEDIA provides the digital infrastructure behind a special legal regime: the full residency lifecycle — from application and compliance reporting to data updates, termination and appeals — runs through a single portal and public register, allowing the regime to scale without increasing administrative resources.

01 — OVERVIEW

One digital point between technology business and the state

Diia.City is a special legal and tax regime for technology and innovation-driven businesses in Ukraine. It was created to foster the development of the digital economy, attract investment, support technology companies and create favourable conditions for the growth of the tech sector.

The Diia.City portal serves as a single digital point of interaction between companies and the government within the regime: companies complete the key stages online — from submitting an application to managing their residency status and terminating residency.

Purpose of the product

Create a digital mechanism that allows the special legal regime to scale without proportionally increasing the administrative burden on businesses and government institutions.

What the product changes

Instead of fragmented administrative procedures, businesses receive a single digital journey covering the entire lifecycle of Diia.City residency.

Submit the Diia.City resident compliance report, independent audit report, and other documents required by law digitally.

Termination and appeals

Terminate resident status in accordance with the established procedure, submit an appeal against a termination decision, or withdraw an appeal.

A company applies for resident status online and confirms compliance with the requirements of Law No. 1667-IX.

The authorised body reviews the application, and the decision is generated and recorded.

Resident data is updated in the public Diia.City Residents Register, making the status publicly verifiable.

Reporting

The resident submits compliance reports and an independent audit report through the same channel.

Termination

Residency is terminated according to the established procedure, with the option to appeal or withdraw an appeal.
